The Traffic Management Act (TMA) - How Ready Are You?
Section 4 of the TMA relating to streetworks comes into effect mid to late 2007. The impact of these changes on the utilities industry, including the introduction of Fixed Penalty Notices and new rules on Registers, Notices, Directions and Designations will be big. Both systems and processes relating to streetworks and it's noticing will all be affected and will need to be modified.
Some companies estimate that the cost of non-compliance with the new rules could be as high as £1 million for every 1% on non-compliance.
In order to circumvent the potentially significant financial and operational implications of the TMA, your organisation must ask itself a number of questions including:
1. What business processes and systems are affected and how?
2. What organisational or business units are affected?
3. How many users or staff will need to be educated or trained?
4. What are the financial risks, obligations and liabilities and, whose are they?
Assessing the impact is only one aspect. Determining the implementation plan, resources and priorities, based on this assessment, presents more challenges, particularly with the multi-stakeholder dimension of the TMA.
